Look closely at the handle and you'll see it's rated for 75,000 Volts. It's a piece of a hot-stick, used for manipulating live electrical wires. Not an emergency hot-stick, as this one is designed to clamp and stay on the wire for a while, maybe even pole-to-pull hence the roller. The handle, of course, would be a lot longer unless this one was cut for working close-quarters from a bucket...maybe not recommended practice but you gotta do what you gotta do.

Probably worth 40 bucks to have around "just in case" but I'd wear gloves.
Your suggestion about the handle being shortened seems feasible. I expect it hasn't been used for its original purpose in many years,
