These are still widely used in France - guards removed for ease of use. Commercially made ones with the saw blade nounted directly to the motor are found in most European countries (except the UK where H&S would probably ban their sale)
And just this summer I've seen new PTO powered units at farem supply places. Everyone that used the old style ones back in the day says "DON'T!"
