I noticed that the bike is fitted with a "poor man's cruise control" - that friction sleeve that is mounted over the throttle grip. These were a very popular aftermarket accessory with many long haul riders back in the day, before OEM electronic cruise controls became commonly available.
Looks more like a Neither-Nor.
