I don't know what "Domspeco" stands for, but a good guess would be the Dominion Specialty Manufacturing Company of Rock Island, Quebec. If so, this company, founded in December 1898, lasted exactly two years before being renamed the Telford & Chapman Manufacturing company. One of their premier products was horse blankets, which I don't think call for the use of wrenches, so maybe this isn't an example of their merchandise.

I just came across one of these tools today. We used to call them bicycle wrenches where we were kids. Not very heavy-duty but good enough for tightening parts on a bike.
