well, the man in the forefront is a water seller, back in the days when water distribution was mostly done by foot and donkey. Older pictures would show gas lamps (instead of eletrical), rows of trees (I think Jacarandas) and stone benches. Newer photos show a row of bars and restaurants with terraces in front of the arcades. And again the gas lamps (althought now with LED lightning) It's still too of a "naked" square, but there is a movement to bring back the trees (probably boxed instead of ground planted)
