The railway is the Temiscaming and Northern Ontario railway, prewar. https://en.wikipedia.org/wiki/Ontario_Northland_Railway The caption notes that with trains running only once a week, the speeder was frequently put to use,so I would suspect depression era. They don't look like farming folk. or miners, you'll have to make up the rest! ( We have confidence in you!)
Hm yes ... A clue: the trapezoidal luggage unit behind the man in coveralls. Experience tells me that it is an autoharp case. So, wherever the presumably musical family is going, it is probable that they were asked, perhaps quite forcefully, to leave the town where they last resided.
The case in front of mister coveralls could very well house an accordion, but that is mere conjecture.
I can't tell if the speeder is a Fairmont, since the luggage is blocking the view of the heat exchanger. Interesting cooling system - the cylinder (horizontal) is surrounded by a water bath. The water boils off and the steam rises into the heat exchanger, condenses, flows back into the water bath, and so on.
Where were those passengers bound? And were they a group, a family perhaps? I HAVE TO KNOW.
