A nicely shaped cast steel thing. If the round wheel thing rotated this might be some sort of specialized cutter, perhaps for tubing. Guesses?
Can't get much sense of its scale. "Possible glass cutter" suggests that it's pretty small; nevertheless, I am befogged,
is that the tool Moe hooked Shimps nose with accidently while they were working on elevator?
Sorry about the lack of scale- a one hand tool, maybe 10-12 inches long.
I suspect it's part of a reproduction Colonial-style door latch assembly.
