I assume it's missing the socket on the other end, as they look to be fastened in place with a screw. "Oscil" in French can translate to "oscillate" which can mean "flip back and forth" so my guess is it's half of a flip (or dogbone) wrench made by SAM Outil, a French automotive tool company. Too bad it isn't whole, but I wonder how much torque it can take.
