No name on this one that I could see. This seems to be more for decoration than for actual use, though it appears Starrett and others made similar tools.
I'm sure that was made to be used. The vials on those levels were meant to be replaced...on the ones I have where the vials have been replaced, they look to be bedded in plaster. I've never done it but I imagine you would bed the vial in wet plaster, hold the level against a "known good" level, tap the vial until it reads correctly, then let the plaster dry.
