I can't post a link here, but start at archive [dot] org, and search texts for Parker Winder Achurch. You'll find a 1925 catalogue from Birmingham, England. Page 317 shows the tool, available in various sizes, made of brass, with long or short handles.
They were used to make a textured area on wet concrete, as sometimes seen on pedestrian crossings or ramps.
