First impression is that it might be some kind of tool for cutting threaded screws or small bolts, if the holes are threaded. The leaves looking thingies could be for setting the length of the screw. Kind of hard to tell without closer inspection.
I had the same thought as Bealzd - electrician's pliers have a similar setup. Except I'm not seeing threads and the leaves suggest a certain amount of precision is needed.
How about something for sizing small rivets from stock ones? Insert from the recessed side, with the head resting on the stack of leaves to set length. Shear off the excess.
