No manufacturers name on it that I could see, but a nice little device.

Der Feilkloben ähnelt dem Schraubstock, er wird aber nicht am Arbeitstisch festgemacht, sondern in der Hand gehalten, um ein Drehen und Wenden der Arbeitsstücke beim Befeilen, Löten usw. zu ermöglichen.

I have a selection of these from local flea markets (Sweden), no markings usually.
Sellers often have no clue what they are for = cheap..
A truly useful tool for holding small parts or cutting tools, files, clamp on nuts and combine with spanners, close off fuel hoses, you name it!

Filklov/filklove in Swedish, similarities with the german name!
