Lausen made 4 stroke outboards until Tecumseh bought the compnay in 1956. This motor is probably from the early 1960s and that looks like a two stroke lawnmower motor of about 3 hp to me, coupled to an enclosed propeller bottom end. They were sold for about a decade or so.
