Monday Mystery, Button thingy

 

 Here's a little thing I found at an antique market, about two inches long, the "buttons" are maybe 3/4" diameter.  Maybe its a some sort of decorative button thing, but the text seems to be only a serial number. Ideas?

    It's a Jackson's Patent button, for leather driving belts on machinery.
