I don't know. The lower frame rail to the front of the engine and the odd fork spring - in tension; they're usually in compression on the other diagonal - might be useful clues. D.
Seems like our inestimable host and research director, the mysterious figure known only as G*, posted a nice image some time back that showed 12 or 20 girder fork designs. 'Course that wouldn't necessarily identify the bike mfgr who used a certain girder, but it could provide Important and Stimulating Clues.

It is apparently, a 1923 Packman and Poppe. In 1923 they were available with a 976cc side valve JAP motor. The rider is Erwin Poppe. Give that man a pair of boots! .

It's a J.A.P engine from tottenham,if you look closely,and has studs in the front tire for ice racing.

No luck on the forks,but the engine seems be a 1920's JAP 980cc v-twin.
