The artist George E Hughes appears to have been an illustrator for Saturday Night Post and other magazines.
1920s, I guess, looking at the car. But boy that ad copy seems quaint and fustian. Interesting (well, slightly) that the writer sticks his adverbs in following his verbs (grace smartly, complete correctly). Awkward reading to the (my) 21st-c. eyeballs.
