Monday Mystery, Monarch crimping tool?

  AI tells me this is a "TE connectivity 69710 Monarch" crimping tool (which it does not seem to be...) but between the name and the numbered parts there are no other markings. The jaws meet like a end cutter but does anyone have any ideas?
