Nice site you have, thanks a lot! The tool is a "zaagzetter" in Dutch, don't know what that's called in Englis, but it's for bending the teeth of woodsaws so the saw blade has got som clearance in the cut the teeth make. Below is a link to another one.
Many thanks for visiting and for your information! In English, this would be a "saw set." I can see now how it would be used. Interestingly, every North American-made tool of this nature I've seen is of very different design.
