A paint mixer? If so, not really a very effective design, since it would only stir the paint at the top of the can. Unless, of course, it was designed to stir some other substance, maybe in the kitchen?
Whoever the A&J company was, they're gone. I can't find any information about them on the web.

What you've got there is an old Hand Churn/Bowl-Top Mixer used to sift dry goods or mash fruits & vegetables.
It was made by the A & J Manufacturing Company of Binghamton, New York some time before A&J was acquired by the Edward Katzinger Company in 1929. You may know the Edward Katzinger Company better by the EKCO name still in use today...
