Rugol Wrench, Japan

Here's a wrench I took a picture of at Liberty Tool in Maine, and then did not buy it. (I must be slipping). No company history that I can find online, I do see a few for sale on ebay, There is also an old thread on Lumberjocks about some Rugol chisels from Germany, other than that no information to be found.
