I never saw these oddball fat tire Suzukis back when they were new, but they must have sold enough of them because they keep turning up, and Suzuki has reintroduced the bike as a VanVan. I still don't get them.

They were called VanVan in the 70s, but sold mainly in 50 cc, 40 kmh-restricted version, street-legal for kids 16 to 18 yrs old. They were an alternative to the similar format Honda CT 50, here (Belgium) called the Dax. Dune buggies were also popular then, I think they surfed on that trend...
