Fifty destroyers for seven bases


 On September 2 1940 the US and Britain signed a pact to help each other out.  The US got the better end of the deal, only 30 ships were seaworthy by May of 1941. When Churchill complained, Roosevelt threw in another 10 Lake class Coast Guard cutters.
