$3295 in 1930 translates to about $64000 today. Doesn't seem like a lot of money for the car.

Agreed, not many normal people buying them but it was a huge step below a Duesenberg at $8500 for a chassis- before installation of a body.
There weren't always many rich people, otherwise they wouldn't have become rich. And the rich always had money.
