We used to make things in this country #311 Viceroy toys

Viceroy started making rubber toys in the 1930s in Toronto. They made a wide range of rubber balls, dolls, and cars and trucks. This race car was produced as part of an agreement with an Ohio company, Sunruco who made the same model in the US, and dates to the mid-fifties. 
The company appears to be still in business today in some form, though now making hockey and industrial products.
