According to the Irwin website; The original tin snips were first designed in 1924 and have dominated the sheet metal cutting industry to such an extent that today, snips and shears are referred to as "Gilbows". I guess that could be, but it's the first I've heard of it. Made in England, this tool has the names Record, Irwin and Gilbow on it.

First I heard of "Gilbow" too, but that is the European site. The US Irwin site says "No results for 'gilbow' found. Please try searching different items."
I have the US version of the Gilbow Jewellers' Snips and find them pretty useful; not for making jewelry though.
