Hycoe brake band rounding tool

Hycoe brake linings was a part of the Manhattan Rubber Company and seems to be a relatively short term venture for the company (apparently 1907-1923, though there some booklets produced in 1928). 
The Manhattan Rubber name seems to appear today only through its rubber bowling balls which turn up on eBay regularly. Another company that came and went...

How would one of the things be used? Is that a contracting brake shown in the ad? -- I don't know jack about those.

yes, he brake band is wrapped around the outside of the drum and pulled tight around the drum when the brake pedal is depressed. They were used on the Allis Chalmers B tractor and my only experience with them was getting used to driving a vehicle with no brakes.
How this tool is used, I have no idea either. The booklets mentioned in the list do not easily appear online (unless Dave can find them :-)
