It's a motorcycle crankshaft starter and looks looks like quite the wacky device, is it to start the motorcycle or to start the truck? Possibly both options?

The answer to the question is in the chain (kette) labeled '1' on the photo. It's function is to prevent the motorcycle from climbing out of the treadmill while driving it. If the treadmill were meant to drive the motorcycle wheel the chain would need to be on the other end. I love these little details - they just appeal so to my OCD. Fr'instance: where's the spare tire? How's come there's just a bare wheel mounted to the top of the sidecar?
