Thisa came from an old house in Amsterdam, no idea what it is. It came in a box, packaged as shown. Assembled, it turns into a strange tower-like thing. The bulb is hard like a ping pong ball and is connected to that rocket-like head.Any ideas?

It looks like a vintage hem marker, for dressmaking. The ball would have been soft but may have dried out over time. Similar products still in use today although modernised.
That's exaxtly what it is. When the head is filled with chalk dust, the user stands next ot it, squeeze bulb in hand, and puts little puffs of chalk onto the user's skirt to make a level line for setting hem length. The modern ones are only different in being made of plastic rather than metal, and so probably won't be found in an antique store puzzling our descendents.
I never could have guessed that. The chalk was missing and there was zero instructions, branding , anything! I suspected the bulb might have gotten hard over the years. Thanks!
