Toolbox-sized tapping die for NPT thread. I expect each thread would require multiple passes while tightening the thumbscrew. No name that I could read on this old tool.
Likely a thread chaser, used for cleaning and restoring existing but damaged threads. Worth it's weight in gold back in the days when you couldn't just run to the box store or out to the truck to get a new one.

My guess is that it’s for UNC threads rather than NPT. I’m not familiar with 5/8” pipe sizes.
