That's an unusual way to adjust the shocks...
I wonder how many times they were actually adjusted, every time the shock was moved the metal slot would be marked.
Never seen one adjusted any softer (more forwarder) than about where the bolts sit on that example. Or harder, for that matter, except perhaps on a race bike.
