This looks like a cheap cast metal spoke or leather shave, missing the blade and wedge, but I liked the material-saving hollow handle bottoms. Manufacturer wasn't proud enough of it to put their name on it...

No doubt they could have done a better job cleaning up the casting. For hobbyist use on leather though it's probably just fine, and a case of "you get what you pay for."

Probably used for skiving (thinning) leather in preparation for sewing. Would be cool to have a complete one.
OK, Thanks! Simons is the manufacturer... I'll add the image of the complete tool. The blobby welds as retainer spoil the look, don't you think?
