This unidentified old bit was identified in the store as a chamfering bit. The shank is 5/8" inch diameter so it must have been intended for a heavy machine. It's probably more appreciated these days for its sculptural qualities.
Me three on the reamer idea. It doesn't appear to have the sharpish edges most reamers have when found at yard sales, but with copper pipes, it wouldn't take much to broach it a bit. And for iron pipes, they are likely sharp enough to take of threading & cutting flash.

Looks to me that it might be a pipe reamer head off a pipe threading machine, like a Collins 22A?
