Monday Mystery, Adjustable Wrench

Here's an interesting wrench. Like the universal drain plug wrench last week, this device came out of the Waterloo Central boxcar as well.  It seems to be intended to reach around an obstruction, like those c-spanners for tightening the nuts on sink drains.  At 10 inches long with jaws that open to about an inch, its too small for that, obviously.
The hole on the adjusting slider is threaded for 1/4-20.  Presumably had a thumbscrew or similar. No manufacturer's name or logo. Thoughts and guesses welcomed!

Thanks, Glenn!
