Here's an ad from 1962, proudly showing off the new twin engine STOL Dornier Do 28, a two engine adaptation of the distinctive Do 27. It seems like an imaginative and novel layout for a high wing plane. Of course, someone immediately had to carry that a step further, and put it on floats.

Tracing this aircraft's registration it seems to have ended its career in Israel.
From baaa-acro.com While parked at Tel Aviv-Sde Dov Airport, the aircraft was stolen by a Captain Haggai Morri (33) who attempted to defect. En route over Syria, he was driven off from Syrian airspace by Syrian fighters and eventually decided to commit suicide. The aircraft crashed on the west part of the Golan Heights and the pilot was killed.
