In 1903 James Triner left Pelouze Scales to form his own scale company. He soon acquired the business of the US Postal Service and the company thrived.
Though this 2 pound postal scale design dates back to at least 1939, this particular one dates to 1963, (as do the rates shown). The company made the transition to the digital world and is still around today, making all types of up-to-date scales and related items.

So was it done on the honor system or did the postal services actually weigh all packages and return those with insufficient postage? Seems like that would cost them more than it could be worth, but if they didn't people would take advantage and "round down" I suppose. I'm no millennial but thankfully I've never had to deal with postage.
I'm not sure who the ad is directed at, the postal service or the general public. They're mentioning overpaying for postage, The Post office wouldn't worry much about that, but maybe these devices were sold to companies that stamped and mailed their own letters? I've never mailed enough letters to worry about that!
