Here's the only picture I could find of one in use...they're not common, that's for sure. I'm thinking maybe they break easily, and it's not difficult to mark out and punch parallel lines with a single-row chisel. But for production use it would be a great tool:
I was thinking some sort of stone carving detail chisel or similar, but it looked too fragile.Image search brought up only the single row type. I know nothing of leatherworking- but I see it involves all sorts of interesting tools. Thanks, guys!

Yep, that's exactly what it is. Double thonging chisel. Used to mark and punch holes for sewing straps together. Nice tool!

I suspect this modern version id two single-row punches fastened together, under the plastic sleeve.
I didn't so much mean "break" easily as I meant twist out of parallel. Tools get dropped a lot lol.
