Monday Mystery, Konig motor?
This engine has a lot of the characteristics of the Konig flat 4 used in motorcycle and sidecar arcing in the sixties, but the heads look different, and I'm not sure of the rotary disc and belt drive arrangement? Konig pictures here, here and here. The Konig outboard motor and racing story is a whole other rabbit hole.

Forgive me if this is a superfluous gratuitous asininity: I haven't read your Further Readings yet.
I believe this engine was developed to power a speedboat, adapted for motorcycle use. Perhaps that is some sort of clue (if it's true).
Anonymous is right, this is the Helmuth Fath version. Whole different engine,
and two discs instead of one.
