Nice outfit, very 70's check out the front brake, drum on right side disc on left side. drum working together with the rear brake? Hey, that looks like a Concentric carb, possible the bigger sized Spanish Talleres Arreche type? Why no DellOrto? easier to tune perhaps? cheaper? functional anyway.
In keeping with the front disc/drum, they run an Amal on the hind cylinder and a Dell' Orto on the front one.
About the brakes: I read long ago, about a different race bike that also ran a disc and drum, that the drum brake got up to high-efficiency temperature within the first lap, then began to fade as it got hotter still; whereas the disc, with its rotor made from some composition the team was experimenting with, took a long time to warm up properly but then worked very well. No idea whether something similar could be what's going on here, but, er, maybe?

so low the throttle is below the valve cover and the top of the front tire.
