Part of the Jr. Ace Tool Set Metal "Just Like Dad's" Model #75 from the New York Toy Co. The quality isn’t much worse than any 60’s Japanese motorcycle toolkit.
There isn’t much information online on the company but they seemed to be active during the 50’s and 60’s.
