If you look closely at the full-size picture you'll see the two guys not in uniform are Chinese, part of the Chinese Labor Corps brought in by the British.

Dave, I'm impressed. The caption did actually mention the Chinese Labor corps (non combatants), but I squinted at the picture and decided the spare parts in the foreground were more interesting!
