The Great Western Railway ran from Niagara to Toronto with branch lines running to London and Windsor and up the Bruce Penninsula, a network that totalled about 850 miles. It began operations in 1853 but suffered as the Government favoured its rival, the Grand Trunk. By 1862 it was bankrupt and was purchased by the Grand Trunk Railway.
This locomotive was likely built by Daniel Gunn's Engine Works who built Canada's first locomotives, in business on Wellington St. North from 1853 to about 1865.
