Select Steel was one of the economy-line tool brands used by Duro Indestro. According to Alloy Artifacts these tools were made from the 1940s through to the 1970s. They are a rebranded version of the earlier Indestro Chicago wrench shown below (also from the incredible Alloy Artifacts site).

I assumed the indestros were specialty wrenches because the open and closed ends are different sizes on the same wrench. But maybe that's just how they made them. The handfull of them I have all have that same hole in the middle too.
I wondered about the hole, the ones that I've seen have the hole but this one looked drilled...
