That is a ring compressor my friend, the steel bands (various sizes) that go around the rings and clip to those pliers are not shown. I do have a ring expander tho:) Much smaller and does save the fingers and old cast rings from breaking.
Thanks, Looking online it was called a ring compressor but none had the bands you mention. Didn't make sense to me, it does now. Good weird looking tool anyways...
