Maybe its a heater for the passengers feet...
So a fan after all. Clever! There is a similar setup on My Velorex Oskar's Jawa engine.
Don't get your pants leg caught in that belt. Boot were 'de rigueur' for all drivers back then. Super sweet bike though.
