Calling on Gray tool specialists...

This outward-acting plier-like tool is marked Gray R21, not much shows up online... Thoughts, anyone?

Snap ring pliers.

Snap rings? They seem they might be of limited usefulness to the snap rings I'm used to, though most of mine would be motorcycle shaft size...

agree on the snap ring answer. I've got some of these, you mostly find that type of snap ring in older transmlssions and old heavy equipment. The ends are beveled and no holes

You can still buy a pair from the Snap-On truck.

Moe would stick them in Shemp's nose then twist his nose around while Shemp yells Ow!

Could they be for spreading battery terminal clamps so that the cables can be removed from terminal posts?

I see some vintage tools for that purpose on eBay.

Snap Ring Pliers plain and simple, still MFG'd, probably one of the handiest tools for spreading I own...
