Definitely not a street tracker. Never seen one of these before, engine is a small bore two stroke engine, possibly with CVT transmission.

Good point Mr G. I notice the cooling fins on the cylinder head are transverse to the airflow. Maybe it originally had an air shroud?Don in Oregon
Going with the industrial engine theory. No obvious starter, but a close-up look at the flywheel shows notches which would suit a pull starter.rdguy
