Are the pedals cable-tied to the fork to prevent somebody from jumping on and making off with the bike (could happen in some neighborhoods) or for ease of transport and storage (I've banged my ankle on a few pedals in my day...ouch)?
That picture was taken at a swap meet, probably both reasons!
