A friend of my son's is trying to identify this bike. Mister G and I think it may be a Villiers or DKW engine, with possibly a hand-built frame. Any other opinions?
Update: Many thanks to Jeff F. for identifying this for me. A Coventry Eagle it is! Specifically, a Coventry-Eagle Silent Pullman Two Seater, manufactured in 1936 and 1937.

Coventry Eagle.
Motorcycles should stick to graceful the motorized bicycle line. This Coventry eagle is as ugly a thing as i have seen in a long time, and i am open minded
You know, you were partially right:
The Pullman did have a 250cc Villers engine...
I thought the cylinder head looked familiar. After that I had no idea.
There was a fad in the late 20's and 30's for unibody framed motorcycles, with pressed steel frames and panels enclosing the engine and other mechanical parts.
