Great photograph. ... The forks on the Nortoon confuse me. They look like the rubber-in-torsion type, but what could they have come off of?

The forks look like Douglas to me. Perhaps something like a Plus 90
Richard H Carman competed in both the Junior and Senior TT races in 1954 - finishing 33rd in the Junior and recording a DNF in the Senior.
